Diversified
public and private sector experience spanning three
decades has provided Mr. Taylor with a wealth of
firsthand knowledge and insights, plus an unrivaled
roster of personal contacts. He is eminently qualified
to help government agencies and private institutions
solve the problems and capitalize on the opportunities
that are part and parcel of today's highly charged and
ever-changing financial environment.
Mr. Taylor
is a recognized expert in the residential mortgage
market, mortgage banking (including origination,
servicing, secondary marketing and overall management),
housing, banking and title insurance. His expertise
in these areas has been noted by academic circles. He
has been an Adjunct
Professor at the University of South Carolina, and
has
been a member of the guest faculty of the School of
Mortgage Banking sponsored by the Mortgage Bankers
Association
of America. A glance at Mr. Taylor's professional credentials
and personal achievements suggests the scope of his
ability to advise not only financial institutions but
Federal agencies, credit unions, pension plans, portfolio
managers and others as well.
As Executive
Vice President of the Government National Mortgage Association
(GNMA), Department of Housing and Urban Development
(HUD), Mr. Taylor was the Association's Chief Operating
Officer having direct authority over all GNMA programs.
He received awards for his work from the Secretary
of HUD and was accorded the Meritorious Service Award
by the President of the United States. He served
as Acting President of GNMA during the transition periods
between appointments to this post by Presidents Carter
and Reagan.
In the
private sector, Mr. Taylor has been a highly successful
CEO at four major mortgage banking firms. He engineered
dramatic turnarounds at three of these and built one
full-service residential lender. Recently, he managed
a California mortgage banker and reengineered the mortgage
operations of a major Ohio homebuilder.
